കോത്താരി കമ്മിഷൻ
കോത്താരി കമ്മിഷൻ എന്ന് പൊതുവെ അറിയപ്പെടുന്ന സമിതി 1964മുതൽ 1966 വരെ നിലവിലിരുന്ന ഇന്ത്യൻ വിദ്യാഭ്യാസ കമ്മിഷൻ ആണ്. ഇന്ത്യ ഗവണ്മെന്റ് ഇന്ത്യയിലെ വിദ്യാഭ്യാസമേഖലയുടെ സമഗ്രമായ വികസനത്തിനും, നയരൂപീകരണങ്ങൾക്കും, മാർഗദർശനത്തിനുമായി രൂപീകരിച്ച ഏകോദ്ദേശ (അഡ്ഹോക്ക്) കമ്മിഷനായിരുന്നു ഇത് .[1] അന്നത്തെ യൂണിവേഴ്സിറ്റി ഗ്രാൻഡ്സ് കമ്മിഷന്റെ ചെയർമാൻ ആയിരുന്ന ദൗലത്ത് സിങ് കോത്താരി തന്നെയാണ് ഈ കമീഷന്റേയും ചെയർമാൻ ആയി നിയമിക്കപ്പെട്ടത്. അതുകൊണ്ടുതന്നെ ഇത് കോത്താരി കമീഷൻ എന്ന പേരിലും അറിയപ്പെട്ടു. പ്രാഥമിക തലം തൊട്ട് ഉന്നത തലം വരെയുള്ള വിദ്യാഭ്യാസസംവിധാനത്തിന്റെ സമഗ്രമായ വികസനത്തിനു വേണ്ട വിശദമായ രൂപരേഖ തയ്യാറാക്കുക എന്നതായിരുന്നു കമീഷന്റെ ഏകലക്ഷ്യം(അഡ് ഹോക്) .[2] എന്നിരുന്നാലും, മെഡിക്കൽ മേഖലയും നിയമവിദ്യാഭ്യാസവും ഈ കമ്മിഷന്റെ പരിധിയിൽനിന്നും ഒഴിവാക്കിയിരുന്നു. 1964 മുതൽ 1966 വരെയായിരുന്നു കോത്താരി കമ്മിഷന്റെ കാലാവധി. 1966 ജൂൺ 29ന് കമ്മിഷൻ അതിന്റെ റിപ്പോർട്ട് സർക്കാറിനു സമർപ്പിച്ചു

ദൗലത്ത് സിങ് കോത്താരിയുടെ നേതൃത്വത്തിലുള്ള വിദ്യാഭ്യാസകമ്മിഷൻ സ്വതന്ത്രഇന്ത്യയിലെ ആറാമത്തെ കമ്മിഷനും വിദ്യാഭ്യാസത്തെ കേന്ദ്രവിഷയയമാക്കിയ ആദ്യ കമ്മിഷനുമായിരുന്നു.[3]. ചെയർമാനു പുറമെ ഈ കമ്മിഷനിൽ ഒരു മെംബർ സെക്രട്ടറിയും ഒരു അസോസിയേറ്റ് സെക്രട്ടറിയും 15 അംഗങ്ങളും ഉണ്ടായിരുന്നു. കോർ ഗ്രൂപ്പിനു പുറമേ, ഈ കമ്മിഷനു 20 അംഗങ്ങളുള്ള അന്താരാഷ്ട്ര പാനലുമുണ്ടായിരുന്നു കൂടാതെ 19 ടാസ്ക് ഫോഴ്സും അവരുടെ ഉപഗ്രൂപ്പും ക്ഷണിതാക്കളുടെ പ്രത്യേക പാനലുമുണ്ടായിരുന്നു.[4]

Task Force on Educational Finance The task before the group was to examine the existing set up with regard to educational finance and identify ways to overcome the shortfalls. The group had M. V. Mathur, D. A. Dabholkar, B. Dutta, R. A. Gopalaswami, K. L. Joshi, D. T. Lakdawala, Gautam Mathur, Atmanand Misra, Sadashiv Misra, J. P. Naik, K. A. Naqvi, Pritam Singh and Gurbax Singh (secretary) as its members.

Kothari commission, fourth education commission in the independent India, and its recommendations are also reported to have influenced the 1986 revision of the National Policy on Education by the Rajiv Gandhi ministry.[5] The guidelines laid out by the commission were revisited by the National Knowledge Commission headed by Sam Pitroda in 2005.
