1960-കളിൽ എസ്റ്റുഡിയന്റസ് ഡി ലാ പ്ലാറ്റയ്‌ക്കൊപ്പം ഒരു കളിക്കാരനെന്ന നിലയിലും 1986 ഫിഫ ലോകകപ്പ് നേടിയ അർജന്റീന ടീമിന്റെ മാനേജർ എന്ന നിലയിലും ബിലാർഡോ ലോകമെമ്പാടും പ്രശസ്തി നേടി. അർജന്റീനയുടെ മാനേജർ എന്ന നിലയിൽ, ഉയർന്ന തലത്തിൽ 3-5-2 ഫോർമേഷൻ വിജയകരമായി ഉപയോഗിച്ചതിന് അദ്ദേഹം പ്രശസ്തനായിരുന്നു;[1] ഈ രൂപീകരണം പതിറ്റാണ്ടുകളായി ഉപയോഗത്തിലുണ്ടെങ്കിലും ഒരിക്കലും മുഖ്യധാരാ പദവി നേടിയിട്ടില്ല.

മസാരിനോയിൽ നിന്നുള്ള സിസിലിയൻ കുടിയേറ്റക്കാർക്ക് ബ്യൂണസ് അയേഴ്‌സ് ലാ പാറ്റേണൽ പരിസരത്താണ് ബിലാർഡോ ജനിച്ചത്.[2] കുട്ടിക്കാലം മുതൽ ഫുട്ബോളിലേക്ക് ആകർഷിക്കപ്പെട്ടു. പക്ഷേ പഠനമോ ജോലിയോ അവഗണിച്ചില്ല. സ്കൂൾ അവധിക്കാലത്ത്, ബ്യൂണസ് അയേഴ്സിലെ അബാസ്റ്റോ മാർക്കറ്റിലേക്ക് ഉൽപ്പന്നങ്ങൾ കൊണ്ടുപോകാൻ അവൻ നേരം പുലരും മുമ്പ് എഴുന്നേൽക്കും.
പ്രമുഖ ബ്യൂണസ് അയേഴ്‌സ് ക്ലബ്ബായ സാൻ ലോറെൻസോ ഡി അൽമാഗ്രോയുടെ യൂത്ത് ഡിവിഷനുകളിൽ ബിലാർഡോ ഒരു മികച്ച പ്രതീക്ഷയായിരുന്നു. കൂടാതെ 1959 ലെ പാൻ-അമേരിക്കൻ കിരീടം നേടുകയും 1960 ലെ റോമിൽ നടന്ന സമ്മർ ഒളിമ്പിക് ഗെയിംസിൽ പങ്കെടുക്കുകയും ചെയ്ത ജൂനിയർ അർജന്റീന ദേശീയ ഫുട്ബോൾ ടീമിലേക്ക് അദ്ദേഹത്തെ ഡ്രാഫ്റ്റ് ചെയ്തു.[3]
