ഒരു ഓസ്ട്രിയൻ നിയമവിദഗ്ദ്ധനും നിയമജ്ഞനും രാഷ്ട്രീയ തത്വചിന്തകനുമാണ് ഹാൻസ് കെൽസെൻ (German: [hans ˈkɛlsən]; October 11, 1881 – April 19, 1973). 1920-ൽ ഓസ്ട്രിയൻ ഭരണഖടന (ഏതാണ്ട് വലിയ മാറ്റമൊന്നുമില്ലാതെ ഇപ്പോഴും പ്രയോഗത്തിലുള്ള) എഴുതിയത് അദ്ദേഹമാണ് .
