ഒരു കനേഡിയൻ പരിസ്ഥിതി പ്രവർത്തകയും എഴുത്തുകാരിയും ഓർഡർ ഓഫ് നോവ സ്കോട്ടിയയുടെ[3][2][4] ഏറ്റവും പ്രായം കുറഞ്ഞ സ്വീകർത്താവുമാണ് സ്റ്റെല്ല മാർ‌ഗൂറൈറ്റ് ബൗൾസ് M.S.M. O.N.S. പതിനൊന്നാം വയസ്സിൽ, സ്റ്റെല്ലയ്ക്ക് ലാഹേവ് നദിയിൽ നീന്താൻ ആഗ്രഹമുണ്ടായിരുന്നുവെങ്കിലും സംസ്കരിച്ചിട്ടില്ലാത്ത മലിനജലം നേരിട്ട് നദിയിലേക്ക് ഒഴുകുന്ന അനധികൃത പൈപ്പുകളാൽ വെള്ളം മലിനമാണെന്ന് അമ്മ പറഞ്ഞു. നദിയിൽ നിന്നുള്ള ജല സാമ്പിളുകളിൽ ബാക്ടീരിയയുടെ അളവ് പരിശോധിക്കാൻ അവരുടെ ഉപദേഷ്ടാവ് ഡോ. ഡേവിഡ് മാക്സ്വെൽ സഹായിച്ചു. താൻ അളന്ന ബാക്ടീരിയ മലിനീകരണ തോത് റിപ്പോർട്ട് ചെയ്തപ്പോൾ സ്റ്റെല്ല ദേശീയ ശ്രദ്ധ ആകർഷിച്ചു. സ്റ്റെല്ലയുടെ പദ്ധതിയുടെ ഫലമായി 2023 ഓടെ അനധികൃത പൈപ്പുകൾ നീക്കം ചെയ്യുന്നതിനായി ഫെഡറൽ, പ്രൊവിൻഷ്യൽ, മുനിസിപ്പൽ സർക്കാരുകളിൽ നിന്ന് 15.7 മില്യൺ ഡോളർ അനുവദിച്ചു.[2]

ലാ ഹേവ് റിവർ വൃത്തിയാക്കൽ പദ്ധതി 2023 വരെ പ്രതിവർഷം 100 അനധികൃത പൈപ്പുകൾ വഴിതിരിച്ചുവിടും. അവിടെ എല്ലാ അസംസ്കൃത മലിനജലങ്ങളും ഒഴുകുന്നത് നിർത്തും.[13]
