വില്യം ഡഡ്‌ലി ഡങ്കൻ റെഫ്ഷൗജ് 1913 ഏപ്രിൽ 3 ന് വിക്ടോറിയയിലെ വംഗരട്ടയിൽ ജനിച്ചു. അവിടെ അദ്ദേഹത്തിന്റെ പിതാവ് വംഗരട്ട ഹൈസ്‌കൂളിന്റെ ഹെഡ്മാസ്റ്ററായിരുന്നു. അദ്ദേഹത്തിന്റെ നാല് സഹോദരന്മാരിൽ ഒരാളായിരുന്നു ജോവാൻ റെഫ്ഷൗജ് (1906-1979), പാപ്പുവ ന്യൂ ഗിനിയയിൽ കാര്യമായ ജോലി ചെയ്തിരുന്ന ഒരു മെഡിക്കൽ പ്രാക്ടീഷണറും അഡ്മിനിസ്ട്രേറ്ററുമാണ്.[1] ഡാനിഷ് വംശത്തിൽപ്പെട്ട കുടുംബം പെഡർ പെഡേഴ്സൺ റെഫ്ഷൗജിന്റെ പിൻഗാമികളാണ്.[2]പിതാവ് രോഗബാധിതനായപ്പോൾ കുടുംബം മെൽബണിലെ ഹാംപ്ടണിലേക്ക് താമസം മാറ്റി. ബോയ് സ്കൗട്ട്സ് പ്രസ്ഥാനത്തിലും പിന്നീട് തുഴച്ചിൽ കായികരംഗത്തും അദ്ദേഹം ഏർപ്പെട്ടു.
