This stamp was published by the Deutsche Post der DDR (German Post of the GDR) or the soviet occupying power. On October 3 1990, the Deutsche Bundespost (German federal post office) became its legal successor. According to section 5, paragraph 1, of the German copyright-law of official stamps (amtliches Werk), this is in the public domain.
