[[ഇന്ത്യൻ നാഷ്ണൽ കോൺഗ്രസ്]] അംഗമായ ഇദ്ദേഹം ഇതിന് മുൻപ് കേന്ദ്രസർക്കാരിൽ ശാസ്ത്രസാങ്കേതികം, ഭൗമശാസ്ത്രം, പ്രധാനമന്ത്രിയുടെ കാര്യാലയം, പരാതിപരിഹാരം, പെൻഷൻ, പാർലമെന്ററി കാര്യം എന്നീ വകുപ്പുകളുടെ സഹമന്ത്രി സ്ഥാനം വഹിച്ചിട്ടുണ്ട്. മന്മോഹൻ സിങ് ആദ്യമായി നയിച്ച മന്ത്രിസഭയിലും സഹമന്ത്രിയായിരുന്നു.
