ചീട്ടുകൊട്ടാരത്തിൽ നിന്നാണ് തുടക്കത്തിൽ ഇതിന്റെ നിർമ്മാണത്തിന് പ്രചോദനം ഉൾക്കൊണ്ടത്. മോഷെ സഫ്ഡിയാണ് റിസോർട്ട് രൂപകൽപ്പന ചെയ്തിരിക്കുന്നത്. 2,500 മുറികളും സ്യൂട്ടുകളുമുള്ള മൂന്ന് ഹോട്ടൽ ടവറുകളാണ് ഡിസൈനിന്റെ പ്രധാന സവിശേഷത. ഹോട്ടലിനും കാസിനോയ്ക്കും പുറമേ, 19,000 മീ (200,000 ചതുരശ്ര അടി) ആർട്ട് സയൻസ് മ്യൂസിയം, 110,000 മീ (1,200,000 ചതുരശ്ര അടി) സ്ഥലമുള്ള ഒരു കൺവെൻഷൻ സെന്റർ എന്നിവയും ഇതിൽ പ്രവർത്തിക്കുന്നു. ഇതിന്റെ പ്രധാന കരാറുകാർ സാങ്‌യോങ് എഞ്ചിനീയറിംഗ് ആൻഡ് കൺസ്ട്രക്ഷൻ ആയിരുന്നു.
