അമേരിക്കൻ ഐക്യനാടുകളിലെ ന്യൂജേഴ്‌സിയിൽ നിന്നുള്ള ഒരു അമേരിക്കൻ പ്രസവചികിത്സകനും ഡെമോക്രാറ്റിക് പാർട്ടിയിലെ രാഷ്ട്രീയക്കാരനുമായിരുന്നു ജോസഫ് ലിയോ മക്ഗാൻ (മാർച്ച് 29, 1917 - ഡിസംബർ 24, 1999) അദ്ദേഹം 1972 മുതൽ 1978 വരെ ന്യൂജേഴ്‌സി സെനറ്റിൽ സേവനമനുഷ്ഠിച്ചു. അവിടെ അദ്ദേഹം കാസിനോ ചൂതാട്ടം അറ്റ്ലാന്റിക് സിറ്റിയിലേക്ക് കൊണ്ടുവരുന്നതിൽ പ്രധാന പങ്കുവഹിച്ചു. .

അറ്റ്ലാന്റിക് സിറ്റിയിലാണ് മക്ഗാൻ ജനിച്ചത്. അബ്‌സെകോണിലെ ഹോളി സ്പിരിറ്റ് ഹൈസ്‌കൂളിൽ നിന്ന് ബിരുദം നേടിയ അദ്ദേഹം, സെന്റ് മേരീസ് കോളേജിലെ മേരിലാൻഡിൽ ചേർന്നു. 1939-ൽ സമ്മ കം ലൗഡ് ബിരുദം നേടി. 1943-ൽ പിറ്റ്‌സ്‌ബർഗ് സ്‌കൂൾ ഓഫ് മെഡിസിനിൽ നിന്ന് ഡോക്ടർ ഓഫ് മെഡിസിൻ ബിരുദം നേടി.[2] മെഡിക്കൽ സ്കൂളിൽ നിന്ന് ബിരുദം നേടിയ ശേഷം, രണ്ടാം ലോകമഹായുദ്ധസമയത്ത് അദ്ദേഹം യുണൈറ്റഡ് സ്റ്റേറ്റ്സ് ആർമി മെഡിക്കൽ കോർപ്സിൽ ജനറൽ സർജനായി സേവനമനുഷ്ഠിച്ചു.[3]
സൈനിക സേവനത്തിൽ നിന്ന് മടങ്ങിയെത്തിയ അദ്ദേഹം അറ്റ്ലാന്റിക് സിറ്റിയിൽ ഇന്റേണൽ മെഡിസിനും ശസ്ത്രക്രിയയും പരിശീലിച്ചു. 1951 മുതൽ അദ്ദേഹം പ്രസവചികിത്സയിലും ഗൈനക്കോളജിയിലും ഒരു സ്പെഷ്യാലിറ്റി ആരംഭിച്ചു.[3]
